Recently Hurricane Matthew has swept across the East Coast and had caused severe flooding in North Carolina. An evacuation has been ordered, yet some people have ignored it. As tensions ran high in the flood zone, a trooper shot and killed a man who approached and drew a gun on him. With rescue becoming increasingly difficult, due to people who willingly ignored the evacuation order, many people wonder if it should be up to people to choose whether they stay.  In addition to this, in all the chaos, there have been sporadic accounts of looting. The current death toll due to Hurricane Matthew is 34.

Discussion Questions
1. Should evacuations be mandatory for everyone?
2. How should America prepare to deal with hurricanes in the future?
3. What should the government do to stop looters during states of emergency?

  1. Evacuation should be mandatory for everyone it's just that people choose to stay behind. I believe that America should deal with hurricanes and other natural disasters by telling people before hand so they can be prepared for the next one. The government should take care of looters by probably just giving them food that is still able to be eaten or even canned food that was washed up in the storm.

    1. i dont think the looters broke into places because they needed food. looters: spoils or plunder taken by pillaging. these people are just thieves taking advantage of an evacuation

  2. America should make these evacuations mandatory for everyone in order to be better prepared to deal with these kinds of situations in the future. The government can't really do much regarding looting; these looters would just be risking their lives and the government can't be held responsible if they decide to go against the law.

  4. I think evacuations should be mandatory to make sure everyone is safe. There's not much we can do to stop looters. I think the government should have more evacuation routes to help people leave quicker.

  5. I think evacuation should be mandatory just for the safety of people. I don't think you can do much to prepare for hurricanes but evacuate. I also believe you can't do anything about looters.

  6. I believe evacuation should be mandatory for everyone just for the safety of the people. America should spread the word so we can prepare before hand. The government should feed the looters that's basically it we cant do much regarding the looters.

  7. I do not believe that evacuations should be mandatory, because if you don't want to leave your home for one reason or another you should be entitled to doing so. Some things that America can do to deal with hurricanes in the future is make shelters that are able to sustain such natural disasters.

  8. I believe that evacuations should be mandatory in such a dangerous situation like this. I think it is hard to be prepared for such a powerful and unpredictable storm but I think that an evacuation system should be put in place so that people can be as safe as possible.

  9. I think that evacuations should be mandatory for everyone to be safe. They should come more prepared with more shelter so that everyone has a chance at getting safe. I do not think the government can do much because these are natural distastes that no one can be prepared for.

  10. I believe that evacuations help bring people to safety so they should be mandatory. There is no stop in natural disasters so people just have to live with it really.

  11. I feel evacuations should be mandatory for the safety of everyone at risk of getting hit by the hurricane. I believe better safe than sorry in this case because this will help save and protect more people. There is no way to stop looters, so I feel the only thing they can do is focus on saving people and helping them.

  12. The nation should prioritize evacuating the people first and foremost. While the destruction of people's homes and belongings is tragic, the most we can do now is to keep people safe and out of the path of the hurricane.

  13. Evacuations should be necessary because it's just going to get worst. They should just let people loot the places because those people will probably get hurt during the act and thats on them.

  14. evacuation was mandatory but people still stayed with their houses and property. The police can not force you off your land because it is not in their jurisdiction. Although they tell people to leave it is up to them to actual leave.

  15. Yes but like everyone else has said people tend to stay on their properties because they refuse to believe the reality of the situation. And the government can't make them move. I think its hard to say what we can do in the future because hurricanes are so hap-hazzard. However, I think ensuring that you have a place to go to is essential. I think that looters are something that you can't really stop because you don't want to risk the lives of officers.

  16. People shouldn't have to leave their property even though it is much safer to evacuate. To stop looters, the US should have police officers and some other law enforcement patrol the areas that have been affected by the hurricane.

  17. Yes evacuation is mandatory because if they didn't go, most likely they would've been effected with the hurricane. America has to be properly ready whenever you hear evacuation or not

  18. Evacuations should be mandatory and they should have a specific place to go the government could do more to have these places set up in case of a hurricane and for people to know exactly where to go and what to do when a hurricane strikes. Unfortunately there is not much that the government or anyone can do in regards to looting but when the evacuation is called they should take all valuables with them and move out as soon as possible to avoid a high death toll and avoid being put in danger. Those that go back and decide to loot the homes are putting themselves in danger and there is nothing that anyone can do to avoid them stealing

  19. Evacuations should be mandatory in order to decrease the number of casualties. America can prepare by providing camps in other states for evacuees.

  20. Yes, evacuations should be mandatory to ensure the safety of those in these hurricane areas. To prepare, the American government can get first aid ready, and provide any necessities for those who are in need. America should also encourage each family to make their own first aids packs.

  21. In this case it's better to be safe than sorry; I believe evacuation should be mandatory for everyone. This is the best way to prepare for natural disasters.

    1. I 100% agree with Katie because why would you not evacuate unless you want to die..

  22. In order to avoid the perils of future natural disasters, I think it's so important to have an emergency disaster kit for everyone. You can't stop natural disasters, but you can prevent yourself from possibly lacking survival materials by simply preparing. In all honesty, looting in times of emergency does not seem to be such a huge issue to me. If they're in dire need of supplies, the morality of the situation in my perspective permits their action of looting a store. If there was a deadly natural disaster on its way to the area, it would destroy the store either way.

  23. I think evacuations should be mandatory for everyone because it guarantees everyone's safety. I think that America should use emergency funds to help those who are affected by the hurricane. I think the government should increase security by placing more guards on duty to stop the looters.

  24. I think evacuations should be mandatory for everyone because the it will lessen the percentage of people getting hurt. I think America should have more shelters near areas that are in higher risk of hurricanes and better forecasts before they happen so we can prepare. I think the government should losck down all stores before a hurricane

  25. I think that evacuations are in the best interest and safety of the people, and that people should listen. I think like others have said, these natural disasters can happen at any moment and having a safe place to go is extremely important. in these cases, I don't really know what the government is able to in terms of looting. I think maybe having higher security in stores might decrease the problem, but I don't know how much the government will be able to stop that problem in times of natural disasters.

  26. Evacuations should be mandatory because it make sure everyone is safe, but if people decide not to leave they should not expect help if something does happen to them because they were the ones that chose to stay. For americans to be better prepared for hurricanes they should have a plan ready before it happens and have first aid kits ready. I do not think there is really much that the government can do to stop looters because we cannot really expect people to risk their lives during the hurricane to prevent looting.

  27. Evacuations should be mandatory for the safety of everyone. Although many believe that it shouldn't be, lives are more important than the small valuables in your home. America is always prepared with Red Cross and multiple service organizations that have money and supplies to help those in disasters. Service organizations should be important to donate to. It'll be difficult to stop looters because there is nothing much that the government can do.

  29. Evacuations should be mandatory in order to protect people from possibly life threatening situations. Although it may not seem like it, but someone's life is much more important than belongings in a home. Evacuation will be the best possible solution for those affected.

  30. evacuation should be mandatory because it is the only way to ensure the safety of the people. While people may want to stay behind to stick with what is valuable to them (i.e. their homes), those items are replaceable while their lives are not.

  32. Evacuation should be mandatory because it's a matter of life and death. Sometimes, people don't understand the severity of weather storms and so they choose to ignore it, however, something as devastating as hurricane Matthew should require individuals to evacuate in danger zones

  33. Evacuations should be mandatory for everyone during the time of a crisis, being if it is not enforced as a law or rule it can be looked at as something not important. People will not treat the situation to its level of seriousness and can result in serious injury or even death. With the enforcement of evacuations it can then limit the numbers of those injured and killed in these situations.

  34. I think that one way that the United States can deal with these types of disasters is have mandatory safety lessons for every family once a year in these danger zones such as North Carolina. Having these safety will teach the family the correct way to act in these situations so that nobody gets hurt or that nobody panics. Another way that US can prepare for these types of disasters is require each house in the danger zones to have a week of safety kit with food water, cloths, etc. By having a safety kit it ensures the safety of the family.

  35. I agree, it should be required to have some sort of standard evacuation. If the entire area is evacuated you can't loot.

  36. I think evacualtions should be manditory in order to protect all the people and avoid many deaths

  37. Evacuations should be mandatory because it is for the sake of people's safety from life threatening situations. A person's life has much more value than their personal belongings in a home.
